Battle field map 'key'

or lack there of.. what are the blue dots with overlapping textboxes having indication of? it looks like character names but why?
for the sake of everyone that is new, can someone explain what does everything on the map mean?

The Map

The blue dots are players and where they are located. The Black circles are towns.
